- Melt butter in a large pot over medium heat.
- Add onion and cook until softened, about 5 minutes.
- Stir in garlic and cook 30 seconds.
- Sprinkle flour over mixture and cook 1 minute.
- Slowly add broth, stirring constantly.
- Add potatoes and simmer until tender, about 20 minutes.
- Blend partially using an immersion blender.
- Stir in milk and cream, season, and simmer 5 minutes.

Adjust thickness with extra broth or milk as needed.
